Hm,I have tested SLE-15-SP1-Installer-DVD-x86_64-Build178.3-Media1.iso which should be the same as Leap 15.1. Selecting german for the lanuage in linuxrc, Y aST selects language and keyboard to german. BUT: If I have selected only the german keyboard and have kept the language setting YaST still set the the keyboard setting to english. Tracked in Trello board
