Ok, so you mixed in also newer version of kernel. Then you also need newer
version of udev, or at least the /usr/lib/udev/hwdb.d/60-keyboard.hwdb file.

If you used clean Leap 42.2, or 42.3 or Tumbleweed, this issue should not
happen.
