I do not think that this is suitable as a general item: 

* Network connectivity comes in many flavors. These include offline work and
networks without a general internet connection - in many parts of the world.
Having this for non-GUI terminals is too far removed from the reality in which
these would be used.
* A lack of network connection is generically communicated to the user upon
first attempt to connect to a network resource.
* Your request can be implemented as a site specific log-in script if needed.
