Yes, the messages are really in that order, despite the timestamps.

I am not sure about the significance of that second message
"systemd-localed.service: Deactivated successfully". I hope it means that the
service has done its duty and is now finished.

But the first message looks like the 'no' keyboard was correctly configured.
