opennebula datasource calls /sbin/ip

Cloud-init fails on minimal openSUSE 13.2 JeOS image (built with SUSE studio)
when running with OpenNebula datasource.  The error is caused by missing ip
command:


ProcessExecutionError: Unexpected error while running command.
Command: ['/sbin/ip', 'link']
Exit code: -
Reason: [Errno 2] No such file or directory


The error can be fixed by installing iproute2 as dependency of cloud-init.
