To reproduce:
1-configure network for fixed IP according to
https://en.opensuse.org/SDB:Linuxrc
2-run minimal/base/server role non-graphical installation to completion
3-reboot

Actual results:
1-wired network up using Network Manager with DHCP

Expected results:
1-non-"managed" wired network up using fixed IP

I first noticed this regression 18 August 2019 with 15.2 Alpha:

It happened again with 15.2 Beta 464.
