One additional test: Does 'grep PERMISSION_SECURITY /etc/sysconfig/security' show PERMISSION_SECURITY="easy local" >From other stuff you have posted, I think that you have "easy" selected. It is the default. Finally, have you rebooted since this problem first showed up?
