I can confirm a similar behavior, no connect after suspend, no pairing after
suspend or restart for:

Hamlet 4.0 BT dongle
Qualcom WLAN/BT combined minicard with BT 3.0

It seems that the BT 2.1 protocol is not touched by this (as a very old BT
dongle from Trust with BT2.1 did pair. 

In this case if you unplug the BT dongle and replug it the pairing / connect
will succeed. Could be connected.
