In the ARM JeOS images, the systemd-firstboot daemon stops bootup and asks the user for a locale. We had a few users stumble over this already as they expect the JeOS image to boot up headless. Why does systemd-firstboot ask about the locale in the first place? Our kiwi xml explicitly defines a locale.
