I can't reproduce the problem either anywhere.

The zypper dup from beta really updates to final without problem. But there is
one huge "but" that is state of the user settings. Your user profile can state
no app for the compression and that overrides the user settings.

Can you still reproduce it? If it is still an issue please attach strace
xdg-open thefile.tar.bz2 output here too and reopen.
