Install ktp-accounts-kcm.

A dependency has already been added in the devel project a while ago, we just
haven't updated all KDE packages in 42.2 yet (there are hundreds, and we want
to ship 42.2 with KDE Applications 16.08.x which only just has been released
and submitted to Tumbleweed).
