I see the problem as follows: The ruby bindings accept a string in
any encoding and pass it to libyui. libyui only knows about UTF-8.
So when the ruby bindings take a string back from libyui it assumes
it is UTF-8.

Josef as the bugowner of yast2-ruby-bindings should know more
details.
