Ok, so this problem was 'introduced' when the c-bindings were added and headers were not sufficiently separated. Fortran did not have this problem :/ TMG is a 'Test Matrix Generator' that is used to test LAPACK itself. It's probably not used by an 'ordinary' consumer of lapack. There are projects using it - for testing LAPACK: https://christoph-conrads.name/compiling-stetester/ and a paper: https://netlib.org/lapack/lawnspdf/lawn182.pdf Wonder if there's an option to provide LIBTMG as a separate library...
