openSUSE Leap 42.1 should always be able to rebuild all it's packages against
itself, including all released maintenance updates.

Whenever this is not the case, e.g. a proposed or released maintenance updates
breaks re-building of any package, this should be considered a bug.

The project used for this is home:AndreasStieger:Leap:42.1-rebuild

This is a known test suite issue, since fixed upstream and in the devel
package.

As rudi_m noted this is more of an annoyance than anything else, affecting
users rebuilding or making derivative distributions. Adding to tracking.
