What is interesting is this:

If you place a Quicklaunch on the desktop and right click to add a launcher the
correct dialog appears (i.e. the one that should appear when we right click in
a folder view directed to the Desktop directory).  But placing a Quicklaunch on
the desktop and adding all the launchers there -- no windoze user is going to
tolerate that.  Limiting creation of launchers to a folder view was bad enough.
 Windoze users are accustomed to clicking the desktop and adding a launcher so 
KDE 4 was BAD from their perspective.  This is orders of magnitude worse from
their perspective.

Upstream really, REALLY needs to get this fixed.
