Well, it's definitely not a general problem.

There are other bug reports about such things, but we'd need your help.

What process is using the CPU time anyway?
Is it plasmashell?

Does it happen on a fresh user account?

It may be caused by some particular applet.

Or it may be a kernel problem after all, specific to the particular hardware in
use.
