Comment # 50 on bug 1169783 from Alexander Linkenbach

Same problem, after update system hangs where it should ask for encryption
password of the encrypted XFS /home partition. Slightly different behavior:
never times out and goes into emergency mode, just hangs without prompt. I seem
to remember with older versions it did. Disabling plymouth successfully used as
work around.
