The current telegram-desktop has been updated to 3.2.8 (https://build.opensuse.org/package/view_file/server:messaging/telegram-desktop/telegram-desktop.spec?expand=1). However, because it requires Qt5 >= 5.15, it is impossible to update telegram-desktop version on Leap. I am happy to review if people submit patches that backport the latest telegram-desktop to Leap and older Qt versions.
