Have just seen that in the Factory prjconf the base, bad, ugly and libav plugins are listed for 32bit builds, but not the good. See https://build.opensuse.org/projects/openSUSE:Factory/prjconf around lines 1966. This information is created by a tool called cleanup_32bit.py (see around line 1670 of the prjconf), but to pursue this further is beyond my abilities.
