I found exactly the same /etc/tmpfiles.d/tmp.conf on another system recently upgraded from 13.1 to 42.2. However, I didn't switch from KDM to SDDM there which may be the reason why $XAUTHORITY doesn't point to /tmp and I didn't experience the issue there.
