The problem is that in the pgadmin4-web package located at for example at
https://build.opensuse.org/package/view_file/openSUSE:Leap:15.2/pgadmin4/pgadmin4.spec?expand=1
there is no requirement for the required package apache2_mod_wsgi. There is a
line 

 Recommends:     python3-mod_wsgi

but the mentioned package is not available. Instead I think it should be 

 Requires:     apache2-mod_wsgi
