This comes from https://gitlab.freedesktop.org/hadess/power-profiles-daemon and implements a daemon that can talk to the kernel about power profiles, so that a UI can be presented to the user that offers them options to maximize battery life or performance. Such a UI is already present in GNOME and is in progress in KDE Plasma (https://invent.kde.org/plasma/powerdevil/-/merge_requests/49 and https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/829) It would be nice to get it packaged in Tumbleweed.
