Unfortunately, the udev logs don't give any further hint to the problem cause.
I've tried to reproduce it inhouse by running the upgrade according to:

https://en.opensuse.org/SDB:System_upgrade

This didn't exhibit the issue.
How exactly did you do your update?

Furthermore, can you compare the config of your custom kernel with one of a
shipped kernel (e.g.: /boot/config-3.16.7-7-xen on my machine).
Are there any differences?
