Should not be necessary. The required files are supposed to be in the kio
package since months (October to be precise, a month before Leap has been
released).

But yes, I can reproduce the issue here in a up-to-date Leap VM.
Hm.

Btw, as a workaround you can also just copy over the KDE4 files from
/usr/share/kde4/templates/ which should be there in a default installation.
