I never tested newer fonts-config with 11sp3 and never intend to support it
there (dunno why its build for 11sp3 is turned on in M17N). Why do you actually
need it?

%reconfigure_fonts* rpm macros are defined in M17N:fonts/fontpackages
(fontpackages-devel).
