That sounds correct, if a bit painful.  Ideally, switching from libvirt+xend to
libvirt+libxl should be as simple as

1. export (or save) current domXML for all domains
2. remove xend
3. restart libvirtd to load the libxl driver
4. import domXML for all domains

But in practice there are some differences between xend and libxl.  There are
also some bugs, which we've fixed as they are discovered.  The libxl driver is
much improved in the recently released libvirt 1.2.15.  Look for it in
Tumbleweed soon.
