The reason is either what is best described in the section "Printing System: Improvements and Incompatible Changes" in the SUSE Linux Enterprise Server 12 Release Notes at https://www.suse.com/releasenotes/x86_64/SUSE-SLES/12/ or it is the CUPS upstream issue https://github.com/apple/cups/issues/5211 In both cases the reason is not caused by openSUSE but by changes in upstream CUPS.
