Fair enough, if SLE don't ship them then I think Leap should follow, I did adjust skippkg-finder attribute and re-run skippkg-finder, https://build.opensuse.org/package/rdiff/openSUSE:Leap:15.4/000package-groups?linkrev=base&rev=401 the output it given looks good for our expectations.
