Obviously incorrect/invalid IP setup or missed connectivity or some other
(e.g. wrong vlan or bridge selected on the VM host, ...) external issue.
And "of course", the report does not provide any details about the static
configuration, ...

I've just tried to reproduce it and attached the screenshots of my attempt
in comments above -- works fine. Closing as WORKSFORME.
