I reinstalled 42.3 using ext4 and the same problem appeared. I ran a memory
check on my RAM and CPU (Q6600) and it passed so I thought about changing the
kernel. I believe the kernel 4.4.76 was the problem.

I downloaded kernel 4.4.77-3.g855a1f8-default and installed it. Next, I
repeated the same steps with removing and adding the panels.

The light on my hard drive did not stay on and I did not run out of memory!!

The problem was resolved with kernel 4.4.77-3.g855a1f8-default. 

We can mark this bug as resolved.
