xinetd is considered obsolete so packages are not expected to add such files
anymore.

SuSEfirewall2 is phasing out. I think the current plan is to keep it's config
files in packages for now. firewalld unfortunately centralizes all configs in
the firewalld package. -> Matthias to confirm and verify rsync works there.
