There is no harfbuzz-devel-32bit (intentionally, as not needed).

Only the shared libraries themselves are provided as -32bit;
harfbuzz-devel-0.9.40-4.2.i586.rpm (the 'real' 32bit rpm) comes with the
respective .so symlinks, as expected.

If I mis-understood the report, please specify which package versions you talk
about,
