In general snapper can handle to run a cleanup (which can require the very slow
operation of comparing snapshots) and create new snapshots at the same time.
Normally creating a snapshot only takes a fraction of a second. If the system
has such high load that this operation takes more than 30 seconds there is not
much snapper can do about that.
