Well you need to _run_ it. It is just the installer for the actual plugin,
which can't be packaged because it has a proprietary license.

You seem to have this scanner twice in the screenshot. For scanners, normally
nothing needs to be done except adding the sane hpaio backend.

Make sure /etc/sane.d/dll.conf contains the line "hpaio", and run scanimage
with debugging, e.g. 

SANE_DEBUG_DLL=255 scanimage -L
