Then you have not configured mumlock.
Choose YaST2 -> Hardware -> System Keyboard Layout -> Expert -> Start-Up States
The default should be BIOS Setting, taht is BIOS has NumLock on then this
should be the default.  If set in BIOS but does not work this is a BIOS but not
a systemd problem.
