When updating from 20230102 to 20230103 I see a packaging problem
> Problem: the to be installed azure-cli-core-2.43.0-1.2.noarch requires 'python3-packaging < 22.0', but this requirement cannot be provided

Looks like the azure-cli-core from the Main repository relies on an outdated
packaging package.
