Yes it is.
And it works fine on 13.2 when I run digikam in GNOME and reproduce the crash.

This seems to be a problem in Tumbleweed though, I have seen other reports
about KDE4's drkonqi not working recently.

I somehow suspect it might be related to the gcc switch, but I'm not sure.
If that's the case, it should probably work again after the next update/rebuild
of kdebase4-runtime (next release is in less than two weeks).
