To prevent build loops, util-linux is built in three stages using three spec
files inside one project.

It worked well in past, but since the middle of December 2017, all Factory
submissions are auto-declined with a bunch of false errors.

I suppose that it is caused by one of the latest changes of
obs-service-source_validator/20-files-present-and-referenced
