Subversion build was broken by SUSE:SLE-12-SP2:GA/swig which took swig from
2.0.12 to 3.0.8 for FATE#319524 (Update swig to version 3.x as in Factory)

For Subversion packaging this is known to break the the bindings tests as
mentioned in the spec:
# swig bindings check failing from swig 3.0.3 and later

It is, however, also known to pass with swig 3.0.10, which is a bugfix release
over the SLE 12 SP2 swig.

Adjusting the Subversion spec file to reflect this would be the most
straightforward option. Updating SWIG to 3.0.10 would be the less likely
alternative.
