I installed a fresh tumbleweed system ( 2018-08-28 ) and then went to install a VM under it using YAST. YAST said that there was no user or group 'dnsmasq' defined, and would not install the VM because it could not configure host networking. I went to YAST users/groups and created the missing user and group. After this I could attempt to install the VM. YAST should have automatically set up what it needed; not clear if it needed the user as well as the group.
