I see that the mentioned patch has substantial changes in the fedora package gdb 12.1 update, so it's probably best to first do the devel:gcc update to gdb 12.1 before looking into this. Looking in OBS, I see that for devel:gcc/gdb we use gcc 11, and openSUSE:Factory/gdb we use gcc-12, so I'm not sure where you see use of gcc 13.
