It's available on the netinstaller ISO AFAIK. And installable as a pattern too. So in your case it was a fresh install where you chose minimal desktop pattern and then picked sway/installed it later? Or was it a working installation with another DE and you installed sway later on? I'm just curious which patterns were selected since I never heard of people having this issue. Maybe `zypper se -i -t pattern` would be interesting.
