We just checked it on a few machines with the same curl version you are using (curl/7.37.0) and don't experience any problem when connecting to download.opensuse.org (IPv4/v6, http/https, from different networks,..). The problem seems to be specific to your machine/network. Maybe some (transparent) proxy in use?
