AFAICS for a static (non-DHCP) IP setup you need 'ifcfg' in this form:

  ifcfg=$IF_NAME=hostip,gateway,nameserver,domain

You specified only two IPs, i.e. only the host-ip and the gateway, but no
nameserver and no domain. I am not sure if that is sufficient.
