Besides the (correct) /usr/share/doc/packages/dia/ directory, there's also /usr/share/doc/dia/ (note the missing "packages" segment) which contains some $LANG/examples/*.dtd files. Also, /usr/share/doc/dia/html/ contains symlinks pointing to non-existing directories. Please move everything to /usr/share/doc/packages/dia/ and fix the html/* symlinks.
