Just in case it is useful, I got the same error message on Leap 42.3. Steps I did: 1. I used Yast module "repositories" to change the priority of the official repositories to 1. 2. Then I added a home OBS repository (which got default 99 prio) 3. I change the prio of that new repo to 20 and I got that message. I suspect there is a wrong check that is showing this wrong error message on situation where there is a different issue.
