This has now moved to a new project:
https://build.opensuse.org/project/show/home:badshah400:lapack-hwcaps
so that I can go ahead and submit the fix to boo#1223783 from the old
(home:badshah400:lapack2023) project where I have reverted the hwcaps
generation.
