Execute as root

  mkdir -p /var/run/texlive
  touch /var/run/texlive/run-fmtutil
  /usr/share/texmf/texconfig/update

... btw: Do you have the installation log of texlive available ... I'm
interested if the update script had been executed in the rpm installation
scriptlets.
