Thank you. Effectively the problem was the "preferred language". I would file this as a bug too. If I choose at install Italian as my preferred language, I would no expect as a user that this further step has to be set in order to have the menus translated. You can close this, as invalid if you wish. However I would suggest you leave it opens as a feature request because the current status is unsatisfying. A user installing the system in Italian should have Italian as language tabs but should be able to overrule this with another language if wanted. Then it would make sense, otherwise AFAIU not.
