Hi, using openSUSE Tumbleweed (not found in "OS:" list?), 
 but the bug also occurred the last time I tried openSUSE 
 which was several releases ago.

Keyboard is Generic 101-key PC. Language is US English.

Steps to reproduce:

Go to: Settings > Configure desktop > Input devices > Keyboard
Type some characters in the test area.
Select the characters by using Ctrl+left, or from the start
 by using Ctrl+right.

Now type the 'A' key. Nothing happens. Type 'A' again.

Expected behavior: Text replaced with "aa".
Observed behavior: Strange foreign character '��'

Try other keys. 'F' key for example produces the single character '���'

It takes two strokes to produce these characters.
But keys which do not produce a special character take 
 /three/ keystrokes to produce anything at all, 
 although it is the correct character.

Even keys which are supposed to operate on the text fail:
Backspace or delete take two strokes and often 'beep' the PC speaker,
 depending on the application.

It happens in all applications.
It is incorrect, extremely annoying, and unusable.
Is there a way around this for now?
